Indeed, if a mining *minority* creates blocks that the mining majority thinks that are invalid, the mining majority will reject them, and those blocks will not enter the majority-of-work (MoW) blockchain. Even clients that do not do full checking will follow the MoW chain and reject those blocks.   The "full but non-mining" relay nodes will be superfluous.
