Not uncommonly, that government is totalitarian and autocratic. Anarchists cannot describe any credible proposal for protecting people from gangs of robbers, without a strong government. Indeed, even in the oldest Sumerian writings there is mention of such gangs -- and requests for the king to send troops to fight them. Government was invented, and grew, in good part to do that function.
