Description	Factor for increasing cost multiplier on total penalty delta vectors
Type	Double
Default value	1.3
Notes	If there are active penalty delta vectors, then the penalty cost multiplier will be increased by a factor of XSLP_DELTACOSTFACTOR up to a maximum of XSLP_DELTAMAXCOST
Affects routines	XSLPmaxim, XSLPminim
