Arguments

One of the following: a constant; a variable; a formula evaluating to

Return value
0 ("false") if value1 is equal to value2 within tolerance;
1 ("true") if value1 is not equal to value2 within tolerance.
Example
Given the following matrix items:
Column: A
Column: B
XV : XVA: A
XV : XVB: = = = B ^ 2
then the following are all valid uses of the function:
NE(A,99)
NE(A,B)
NE(A,B^2)
NE(XVB,SQRT(A))
NE(XVA,XVB)
NE(99,XVB)
