       The  inclusive social network Vila na Rede has been constructed
       in  the context of the e-Cidadania project, with the direct and
       effective   involvement   of   the   target   users  (Brazilian 
       communities)  since  the beginning of the project. Now, for the
       evaluation  of  this  social  application,  we have created and
       applied  an  evaluation  artifact based on the Semiotic Ladder,
       from Organizational Semiotics. Starting from the description of
       the  original  artifact  - the Semiotic Ladder - we then report
       the   process   of   constructing   this   artifact,  developed 
       specifically  for  Vila  na  Rede. The overall positive results
       discussed  here  compose a favorable indication of the system's
       pertinence  to  the  community it has been designed for, by and
       with(in).
