       The  main  purpose of this document is to define the mechanisms
       functionalities  and  detailed  elements.  Starting from a more
       general  description  of  the mechanism to be implemented, this
       technical  report  presents  the  meta-communication instrument
       instantiated  at  Vila  na  Rede -- an inclusive social network
       system developed in the context of the e-Cidadania Project.
