      We present a model of office work and workflow systems that we
      call workcase centric, based on the view that office work is a
      collaborative construction of a case artifact.  This model
      allows for the uniform treatment of cases for which the
      organization has no predefined procedure, of exceptional cases
      where the standard procedure must be modified, and of standard
      cases.
