problem held in the optimizer.

Further information
1. This procedure "unloads" the optimizer by releasing
all the resources it has allocated for its processing (internal
representation, solution information, working files).
2.
This procedure resets the control parameters XPRS_EXTRACOLS,
XPRS_EXTRAROWS, XPRS_EXTRAELEMS to their default
values.
